Civil society organisations will monitor next election – Election Commission

YANGON—Civil society organisations will act as monitoring groups to ensure that political parties compete fairly in the 2015 election and that ballot officials carry out the voting process in conformity with the law, said the chairperson of the Myanmar Union Election Commission.
Chairperson Tin Aye disclosed the information during a cooperation and coordination meeting between the UEC and CSOs yesterday. The meeting attracted 33 local CSOs and representatives from eight international social organisations.

“The cooperation of civil society plays an important role in the commission’s effort to hold the multi-party elections successfully and according to the democratic process. That’s why we included the role of civil society in our strategic election plan. Based on the meeting results, we will seek further cooperation in the future,” said Tin Aye.

He said the strength of CSOs would be crucial to the election’s success, especially in the area of public education campaigns. So their cooperation will be necessary in many areas, such as transparency during the election process and the prevention of fraudulent voting.
Tin Aye also highlighted the need for monitoring groups to study election-related laws, rules and manuals. The chairperson then guaranteed a free and fair election and complete success. Last June, the commission began drawing a 12-chapter strategic plan based on studies of other countries’ plans.

The five-year plan (2014-2018) covers the legal framework, the commission’s organisational set-up, human resources, ballot list composition, information and communications technology, election processes, public relations, educational campaigns for the public, the importance of inclusiveness, political parties and parliamentary candidates, resolution of election disputes, and evaluation and review for the implementation of the strategic plan.

“Legislative, executive and judicial powers will be entrusted to the people’s representatives, who will be chosen by the people in elections. This is why I invite you all to cooperate with the commission in ensuring a free and fair election and the choice of good people in the election,” Tin Aye told the meeting attendees.
