The Government of the People’s Republic of China has generously contributed USD 1 million to UNHCR. This contribution will be used primarily for provision of emergency humanitarian supplies to Syrian refugees in Turkey and will contribute to winterization of the refugee camps. Management of the first contribution by the Government of People’s Republic of China to UNHCR during the Syria emergency will be coordinated with the Ministry of Foreign Affairs and the Disaster and Emergency Management Presidency (AFAD) in cooperation with UNHCR.

UNHCR recalls the ongoing harsh winter conditions and calls on the international community to contribute and share the responsibility to address the rising needs of the Syrian refugees in the region. “It is critical that the international community supports refugee hosting countries given the current needs and the high numbers continuing to cross borders every day. UNHCR is very grateful to the Government of China for this important and timely humanitarian initiative to help the Syrian refugees. UNHCR continues to appeal to all the members of the international community to join in ensuring that critical lifesaving needs can be met through donations and support such as is provided by China today" said Ms. Carol Batchelor, the UNHCR Representative in Turkey.

The unrest in Syria began in March 2011. Syrian refugees are accommodated in 15 camps in seven provinces of Turkey. As of 27 January 2013, the total number of registered refugees in camps in Turkey is 163,161. The Government of Turkey has established a Temporary Protection regime for all Syrians seeking international protection. UNHCR is working with the Government of Turkey to identify the needs of all Syrian refugees who are subject to this Temporary Protection regime to ensure all those in need are identified and can be assisted. UNHCR provides technical advice on protection and implementation of Temporary Protection. Through international assistance, UNHCR has delivered core relief materials including tents, blankets, and kitchen sets to support the authorities to address the tremendous needs of the Syrian refugees in Turkey.

The total number of Syrian refugees who have fled to neighboring countries and registered or awaiting registration is over 710,000. The UNHCR led Syria Regional Response Plan, the 4th revision of which was launched on the 19th of December 2012, sets out the funding needs throughout the region for providing vital protection and assistance for civilians fleeing the conflict.
