On 3 October 2023, Pakistan’s national Apex Committee endorsed a plan to repatriate over a million foreigners without valid documents, largely Afghans. Announcing the plan, Pakistan’s Minister of Interior said that an ultimatum has been issued to illegal foreigners residing in Pakistan, requiring them to leave the country by 1 November.

In the last week of September 2023, following renewed hostilities in the South Caucasus region, refugees began arriving rapidly in Armenia. Within a week, some 100,000 refugees had crossed the border. They are in urgent need of protection and support. UNHCR teams have been on the ground and at the border since the earliest days, when the first groups of refugees arrived. UNHCR is providing immediate assistance and closely monitoring the situation, in support of the government-led response. Our priority is making sure civilians are protected and humanitarian assistance can reach those in need. In support to the government-led response, UNHCR is leading the interagency refugee response, working with the UN Resident Coordinators Office, as well as UN agencies and NGOs. It is important that the needs in the short term, as well as the medium to long term are considered.

Ukraine Refugee Situation

The full-scale invasion of Ukraine in February 2022 has caused massive civilian casualties and the destruction of civilian infrastructure, forcing people to flee their homes seeking safety, protection and assistance. Since February 2022, millions of refugees from Ukraine have crossed borders into neighbouring countries, and millions more have been forced to flee within the country. They are in need of protection and support. In light of the emergency and the scale of humanitarian needs, an inter-agency regional refugee response is being carried out, in support of the efforts of refugee-hosting countries. The Regional Refugee Response Plan brings together national authorities, UN agencies, NGOs, as well as civil society organisations and focuses on supporting host country governments to ensure the inclusion of refugees, with full access to their rights, in line with international standards. It also prioritizes the provision of critical protection services and humanitarian assistance.

Sudan Situation

Sudan Situation

Since the start of the conflict in Sudan in mid-April, large numbers of civilians have been forced to flee, including people who were already internally displaced and refugees from other countries who had sought safety in Sudan. Hundreds of thousands of people have fled into neighbouring countries or returned home in adverse circumstances – notably to the Central African Republic, Chad, Egypt, Ethiopia and South Sudan. UNHCR Yemen - Winterization Assistance for Refugees

This report presents the results of the post distribution monitoring of the 2023 Q4 winterization assistance for refugees in the north of Yemen. Cash-based interventions (CBI) are UNHCR’s primary methods to rapidly provide protection, assistance, and services to the most vulnerable forcibly displaced families and persons. During the winter season in Yemen, UNHCR provides a specialized CBI programme called winterization assistance to help displaced households residing in locations facing harsh winters. In the final quarter of 2023, UNHCR assisted 5,407 refugee families with winterization assistance.

Gulf of Guinea Joint Response Plan for refugees, asylum-seekers, internally displaced persons, and host communities - Togo Response Plan

In this context, humanitarian and development partners are working together to support the Togolese authorities in strengthening institutional, community and individual resilience, to work for stabilized social cohesion and to link humanitarian, peace and development initiatives. To counter the effects of the challenges and accelerate the strengthening of resilience, under the general direction of the United Nations Resident Coordinator, partners are working in close alignment with the government’s flagship programme for strengthening resilience in the Savanes (PURS).3 Through a strengthened sectoral approach, partners will ensure increased engagement in inter-agency assessments, planning and implementation for harmonized and complementary activities. Gulf of Guinea Joint Response Plan for refugees, asylum-seekers, internally displaced persons, and host communities - Benin Response plan

This one-year joint response plan, endorsed by national authorities, brings together nine humanitarian and development partners.1 It is the result of a collective process that brought together the authorities, including the National Civil Protection Agency (ANPC), the Permanent Secretary of the National Commission for Refugees and Stateless Persons (SP/CNRA) and under the general direction of the United Nations Resident Coordinator.

UNHCR CHAD| Influx of Refugees from Sudan (as of 16 march 2024)

Since the beginning of the conflict in Sudan on April 15, 2023, the CNARR, UNHCR and IOM have noted an influx of people forced to flee including Sudanese refugees and Chadian returnees who arrived spontaneously in Chad through over 32 border entry points mainly in the provinces of Ouaddai, Sila, Wadi-Fira and Ennedi Est in Eastern Chad. From the onset of the influx, humanitarian workers are working in support of the Chadian Government and local authorities to provide life saving assistance and a set of Protection services both in spontaneous sites and also in the extension as well as the newly established settlements. As of date under the leadership of the Government and UNHCR 48% of refugees have been relocated from the spontaneous arrival sites to both the extension and newly established settlements where refugees and host communities benefit from the services delivered by the humanitarian teams.

UNHCR TCHAD| Afflux des Réfugiés du Soudan (au 16 Mars 2024)

Depuis le début du conflit au Soudan le 15 avril 2023, la CNARR, le HCR et l'OIM enregistrent un afflux de personnes forcées de fuir, notamment des réfugiés soidanais et des rapatriés tchadiens arrivés spontanément au Tchad par plus plus de 32 points d'entrée frontaliers dans l'est du Tchad. Principalement les provinces du Ouaddaï, du Sila, du Wadi Fira et de l’Ennedi Est. les travailleurs humanitaires travaillent en soutien au gouvernement tchadien et aux autorités locales pour fournir une assistance vitale et un ensemble de services de protection à la fois dans les sites spontanés et aussi dans les extensions ainsi que dans les sites aménagés nouvellement établis. à ce jour, sous la direction du Gouvernement et du HCR, 48% des réfugiés ont été relocalisés des sites d’arrivée spontanés vers les extensions d’anciens Sites aménagés mais aussi vers les sites nouvellement établis où ils bénéficient tout comme les communautés hôtes des services fournis par les humanitaires

Gulf of Guinea Joint Response Plan for refugees, asylum-seekers, internally displaced persons, & host communities - Côte d’Ivoire Response Plan

In line with the “Plan de Resilience Nord-Est”, this response plan is led jointly by WFP, UNICEF UNHCR, and IOM with the participation of 15 humanitarian and development partners. This innovative strategy goes beyond immediate emergency assistance, integrating humanitarian and resilience responses into a single plan aligned with national priorities. Through this plan, partners will work together to ensure that forcibly displaced populations and host communities affected by the situation in the central Sahel have effective and equitable access to education, health care, sanitation and other essential socio-economic goods, services and infrastructure, as well as opportunities for sustainable livelihoods (in line with SDGs 1 to 11).

Gulf of Guinea Joint Response Plan for refugees, asylum-seekers, internally displaced persons, and host communities - Ghana Planned Response

The primary focus of the Gulf of Guinea Joint Response Plan for Ghana is therefore i) to support the establishment and running of the reception centres and settlements; and ii) to simultaneously enhance the absorption capacity of services and food assistance for the most food insecure and vulnerable in the host communities to enable integration and peaceful co-existence. Support will be in the sectors of protection, education, health and nutrition, WASH, food security and social services. The Gulf of Guinea Joint Response Plan for Ghana is aligned with Ghana’s National Development Plan, United Nations Sustainable Development Cooperation Framework (UNSDCF), 2030 Agenda for Sustainable Development, and the Global Compact on Refugees.
