Local government consultations in Jijiga discuss CRRF roadmap, capacity development and coordination

Jijiga, Ethiopia:-In December 2018, UNHCR convened a workshop with local partners, and held consultations with the Somali Regional State’s (SRS) Bureau of Finance and Economic Development (BoFED) as part of the effort to support the application of the Comprehensive Refugee Response Framework (CRRF) in the region where the EU Trust Fund (EUTF), UNHCR’s first CRRF capacity development fund-is being applied.
The workshop, whose objectives included validating and prioritizing activities under the UNHCR-EU partnership, stressed the centrality of coordination, with projects including RDPP, BSRP, DRDIP and the new EUTF project are currently active in the region. Issues discussed included an update on Global Compact on Refugees (GCR); the CRRF pledges and Ethiopia’s National Comprehensive Refugee Response Strategy (NCRRS); an introduction to the EUTF; Ethiopia’s Growth and Transformation Plan (GTP) and Sustainable Development Goals (SDGs) as they relate to the GCR; coordination platforms as well as capacity and knowledge assessment.
In addition to UNHCR, ARRA and the National Coordination Unit (CNU), BoFED and the Regional Durable Solutions Secretariat (ReDSS) attended the workshop; the latter being UNHCR’s key partner in a field of knowledge management (KM) and capacity support. The BoFED and related development bureaus of the region were involved in line with the commitment to broaden partnerships with development actors as part of the rollout of the CRRF/GCR. The BoFED underlined their commitment to play a lead role in local area development planning, and to work towards the incorporation of refugees into development planning processes and documents, and expressed that with the CRRF/GCR, new interventions were foreseen; with a focus on the refugee-affected woredas and the Jijiga City area.
Following the regional consultations, UNHCR has underscored the importance of strengthening the coordination capacity of the BoFED to provide momentum to implement sustainable and development orientated responses for refugees and host communities. The Somali region is one of the focus regions for the implementation of the CRRF and the commitments expressed in the Global Compact for Refugees (GCR). The EUTF also supports ARRA staff in Addis Ababa, the National Coordination Office (NCO) and UNHCR staff in field locations.
UNHCR’s regional government consultations were made possible thanks to the financial support of the European Union, as part of the project Capacity Building and Technical Assistance to CRRF Structure and Ethiopian Government Institutions. The EUR 4.6m four year partnership with UNHCR, seeks to enhance the organizational and technical capacity of national and regional institutions to drive the comprehensive refugee response approach in Ethiopia, and implement sustainable and development orientated responses for refugees and host communities.
