Overview
Jordan hosts the second most refugees per capita in the world. As of mid-2023, Jordan provides refuge to some 730,000 refugees registered with UNHCR. They come predominantly from Syria, with large groups from Iraq, Yemen, Sudan, and Somalia as well. Some 81 per cent of them live outside of refugee camps and close to 50 per cent are children. In addition to implementing its mandated activities of protection and seeking solutions, including resettlement, UNHCR in Jordan actively coordinates all actors involved in the refugee response through the Jordan Strategic Humanitarian Committee. UNHCR maintains a robust presence in Jordan through four offices in Amman, Mafraq/Zaatari, Azraq and Irbid, in addition to three urban registration centres in Amman, Irbid and Mafraq, and some 500 staff. UNHCR’s key areas of work include protection activities such as documentation and legal assistance; cash assistance; access to healthcare, education; livelihoods; community empowerment and outreach; and camp coordination and management in Zaatari and Azraq refugee camps.

    Highlights
    • Jordan is one of six co-convenors of the Global Refugee Forum which will take place in Geneva, Switzerland in December 2023. The Global Refugee Forum 2023 will serve as a platform to discuss opportunities, challenges, and ways to enhance objectives of the Global Compact on Refugees. (2023)
    • The Jordanian Ministry of Planning and International Cooperation, along with donors, UN agencies, NGOs and other civil society organizations, are working on developing the Jordan Priority Response Plan 2024-2026 which will serve as a guiding framework for the Syrian refugee response in Jordan. (August 2023)
    • UNHCR and the World Food Programme (WFP) announced changes in eligibility for their cash assistance programmes for refugees living in host communities. By adopting an improved targeting model based on the World Bank’s proxy-means testing model, UNHCR and WFP mobilized synergies between the two agencies and aligned it with Jordan’s main social safety net, the National Aid Fund. Overall, UNHCR’s cash assistance based on the new targeting model will benefit more refugees in communities. The total number of vulnerable refugees supported by UNHCR is expected to be around a quarter of a million. (2 July 2023)
