Report on the Vulnerability and Essential Needs Assessment carried out in 2019. The assessment covered 6,000 refugee households across all 13 refugee settlement locations in Uganda and produced representative findings at the settlement level. Through wide consultations, the VENA establishes a comprehensive analysis framework for defining vulnerability, describes the level of vulnerability across refugee households living in settlements in Uganda, identifies indicators correlated to vulnerability, and suggests next steps to overcome some of the challenges and limitations encountered.
