L'assistant (Opérations) au Haut Commissaire des Nations Unies pour les refugiés, Janet Lim s'est rendue au Niger du 19 au 23 Février. Elle a rencontré le Ministre des Affaires étrangères, le Ministre de l’Intérieur et le Premier Ministre, et a réitéré l'engagement du HCR à soutenir les réfugiés dès le début de l'afflux jusqu'à ce qu'ils retournent au Mali. Elle a informé le gouvernement de l'ouverture d'un bureau à Ouallam, et la volonté de l'UNHCR à collaborer avec d'autres organismes. Les ministres des Affaires étrangères et de l'Intérieur ont indiqué que le pic de la crise était terminé, mais ils doivent se tenir prêts si la situation venait à empirer. Le AHC-O a également rencontré le Coordonnateur humanitaire, qui a plaidé avec le HCR pour notre intégrant les mécanismes de coordination existants. Le AHC-O a déterminé les trois engagements principaux du HCR : l’assistance, l'échange d'informations et la facilitation de la communication. Elle a également insisté sur les difficultés auxquelles fait face le Niger avec la sécheresse et la crise alimentaire affectant les pays du Sahel. Elle a souligné l’importance du rôle des institutions internationales telles que le HCR dans l’assistance des réfugiés afin d’éviter d’alourdir le fardeau du peuple Nigérien.

Jordan attended the international \"Friends of Syria\" conference in Tunisia on the unrest in Syria. Foreign Minister Nasser Judeh insisted that the Kingdom does not support foreign military intervention and explained to Jordanian Senators that “Jordan does not interfere in any country’s affairs. It supports Arab consensus on Syria and rejects military intervention in the country.\\\" However the Foreign Minister also stressed that while the Jordanian Ambassador to Syrian remains in Damascus, does not imply that the Kingdom is satisfied with developments on the ground, and rejects the use of violence.

Jordan welcomed the visit of UN Under Secretary General Valerie Amos, who is on a regional tour regarding the Syrian situation. The UNSG met with the Government of Jordan, along with UN agencies who are responding to the current unrest and discussed coordination mechanisms. The UNSG described the current situation as a \"political crisis, with humanitarian implications.

The Government of Japan has confirmed in writing a contribution of USD 1,000,000 to UNHCR for \"Emergency Grant Aid to refugees and IDPs affected by the political instability in the Syrian Arab Republic\". The grant is for a three month period and UNHCR Jordan can expect to receive an earmarked $139,384 for Non-food Item assistance, and $110,616.00 for shelter assistance.

The number of displaced Syrians currently registered with UNHCR and the High Relief Commission (HRC) in North Lebanon is 7,058 persons. Most live with host families in the Wadi Khaled area. A few hundred reside in collective shelters. All are being assisted by the HRC, UNCHR and partners.

There are also concentrations of displaced Syrians residing in other parts of Lebanon. UNHCR’s latest estimates with partners indicate that there are between 3,000-4,500 persons in need in the eastern Lebanon and several hundred in Beirut and areas further south. They are assisted by local NGOs, municipalities, and other partners. UNHCR is contributing to and expanding its efforts to meet humanitarian needs of these communities.

On March 4 several hundred persons were reported arriving in the al Qua border area. UNHCR and partners are verifying the situation and undertaking needs assessments. Meanwhile, essential food and non-food items are being sent to the area to provide support.

The number of those at Ramtha Transit facility is approximately 400.The increase in numbers can be attributable to a number of factors including a rise in the numbers of those crossing the border into Jordan illegally (that is those who have exited illegally) due to reported increase in violent unrest in Dara\'a, on the Syrian side of the border. Nonetheless, the number has remained stable.

Le 22 Février, le HCR a commencé le transport des réfugiés maliens de Fassala à Mbera, avec l'organisation d'un premier convoi transportant 1.376 réfugiés / 274 familles. A ce jour Vendredi 09 Mars le HCR a transféré 12,882 réfugiés / 2.747 familles dans 8 différent convois. Les convois sont organisés 1 fois tous les deux jours. La réfugiés transférés de Fassala à Mbera sont en premier lieu enregistrés (niveau 1) par le HCR puis divisés en convois. Pour chaque convoi trois copies du manifeste sont générées: 1 copie pour le contrôle de départ, 1 deuxième pour la réception à Mbera et 1 troisième pour les agents de la protection au niveau du camp Mbera afin de préparer des tentes suffisantes pour toutes les familles du convoi. Chaque famille dans le convoi reçoit des sacs de voyage égale au nombre d'individus dans la famille. A l’arrivée chaque famille reçoit un coupon preuve d'enregistrement de niveau 1 après un contrôle du nombre de personne dans sa famille. Ce coupon qui contient un numéro unique de référence à une base de données, est provisoire et sera utilisé pour la distribution de vivres/Non vivre. La journée mondiale de la femme a été célébré au camp de Mbera ce Jeudi 8 Mars. Les différents activistes de cette journée ont donne aux réfugiés une nouvelle vue de leur séjour a Mbera. Cet événement a été organise par le HCR avec la participation des autorités gouvernementales et tous les humanitaires sur place.
