UNHCR Burkina Faso: Launch of Food and Cash Transfers by UNHCR-WFP Sag-nioniogo camp on 21 and 22 August, 2013

On the 21 and 22 August, 2013, WFP with support from UNHCR launched the cash-transfers mixed with food distribution in Sag-nioniogo camp.

This new way of distributing food and cash results from a cash feasibility study undertaken jointly by UNHCR and WFP during the Food Assessment done in April 2013. Results of the cash feasibility study showed that the majority of refugees preferred receiving a combination of both cash and food (58 percent of focus group discussions). Distribution of food only (40%) or cash only (2%) were less. After the result of the Cash Feasibility Study, several meetings were held between UNHCR and WFP senior management, technical staff, security officers and the Government (CONAREF) in order to discuss the operational aspects of switching to cash and food distribution. Security Advisors were also involved in order to calculate potential risks and establish mitigation mechanisms.

On the final stages, the health and nutrition teams from UNHCR, WFP and the Department of Nutrition (Ministry of Health) agreed on the ration composition per person per day as follows: Rice (200g); Pulses (50g); CSB (25g); Oil (25g); Salt (5g) = 1 203 kcal/person/day; 53% protein; 45% iron. As for the cash component of the transfer, it will be a direct transfer of cash hand-to-hand and is set at 6.49 US$/person/day. The WFP will use a micro-finance partner with experience from previous cash transfers in Burkina Faso for the host population.

After an official debriefing on lessons learnt from the experience in Sag-nioniogo camp, the same modality will be rolled out to the other camps in September/October 2013.
