FUEL SHORTAGE DRIVING SHUT DOWN OF WATER TREATMENT PLANTS – Sudan’s fuel crisis remains a major challenge to service delivery across the response. The fuel shortage has interrupted water treatment plant operations for refugee camps along the White Nile River, with refugees now drawing water directly from the river at several camp locations. UNHCR is working with local partners and authorities to secure emergency fuel supplies; however, in the meantime, WASH partners are initiating the distribution of water purification tablets and public information initiatives on the importance of boiling water to mitigate waterborne illness risk. Household water filters are also being procured in anticipation of ongoing interruptions to clean water supply for refugees living in camps.

Regional Refugee Coordinator and Special Advisor for the South Sudan Situation, Mr. Arnauld Akodjenou, carried out a resource mobilization mission in May and June aimed at fostering visibility to the dire situation of the South Sudanese crisis and bolster political and economic support to the crisis.

In Uganda, limited resources means not having enough staff to ensure quality of child protection services and adequate follow up on children in care arrangements. There is one caseworker for every 150 children, and children make up some 63 per cent of the refugee population. Water provision to refugees also remains below what is required.

High rates of Global Acute Malnutrition (GAM) and Severe Acute Malnutrition (SAM) rates are reported in asylum countries, compounding pre-existing protection challenges faced by the South Sudanese refugees prior to their flight in particular for women, children and youth.

In Sudan, about 80,000 refugees are still without access to latrines across all 10 camps. In some cases over 70 people have to use a single communal latrine.

The analysis from the Verification Exercise in Uganda indicates that a majority of the refugees who were absent, originate from South Sudan and arrived between 2016 and 2017.

Five years on since the civil war started, over 2.2 million South Sudanese refugees have sought safety in six neighbouring countries: Uganda, Sudan, Ethiopia, Kenya, the Democratic Republic of the Congo (DRC) and Central African Republic (CAR). Another 1.9 million are internally displaced inside South Sudan.

CASH AND FUEL SHORTAGES DRIVING RESPONSE DELAYS – Persistent cash shortages is delaying assistance projects in all refugee locations, especially for procurement activities and the implementation of cash-based interventions. The situation is compounded by logistical delays due to ongoing fuel shortages. State authorities are working closely with partners to mitigate the situation and support activities where possible.situation and support activities where possible.

OVER 3,000 REFUGEES ARRIVED IN SUDAN IN JANUARY – The majority of refugees arrived in East Darfur State (1,552), followed by West Kordofan (767), South Darfur (487), South Kordofan (167) and White Nile (138). The increased new arrival flows follow the re-opening of roads in South Sudan along the border. Inter-agency partners estimate a total of 50,000 new arrivals in 2019.

Approximately 80 per cent of the refugee population are comprised of women and children and more than 50,000 refugee children remain unaccompanied or separated. Within South Sudan, 85 per cent of the 1.97 million internally displaced persons (IDPs) are women and children.
