Joint UNHCR/Government of Bangladesh family counting exercise – includes arrivals from Myanmar before and after 25 August 2017
On 4 October 2017, the Government of Bangladesh’s Refugee Relief and Repatriation Commissioner (RRRC) launched with UNHCR a family counting exercise. A joint team of 100+ staff collect information on the refugee arrivals and the Bangladeshi authorities deliver a card and a unique identification number. The exercise provides baseline data to assist with site planning, harmonisation of aid and critically in terms of protection, identifies vulnerabilities and specific needs among the refugee population. Early November saw completion of the first phase, more than 700,00 refugees from Myanmar have so far been counted.

The data reveals that one-third of the families are vulnerable. 14 per cent are single mothers holding their families together with little support in harsh camp conditions. Others are struggling with serious health problems or disabilities. There is also a high proportion of elderly people at risk, unaccompanied and separated children – some of them taking care of younger siblings. Children made up 54 percent of the total population; women 52 percent.

Most of those counted (72 per cent) arrived in Bangladesh after violence erupted in Myanmar’s northern Rakhine state in late August, whereas the remaining sought refuge in Bangladesh prior to the latest influx. The majority (70 per cent) came from Maungdaw Township, with smaller numbers from Buthidaung and Rathedaung.

  Highlights
Over the past 10 days UNHCR, the UN Refugee Agency, has received reports of some 30 improvised rafts arriving from Myanmar, carrying more than a thousand people. Unable to pay for the crossing, refugees are building rafts from whatever material they can get their hands on – mostly bamboo poles and empty jerry cans tied together with rope and covered with plastic sheets. More than 200 Rohingya refugees are known to have drowned in shipwrecks and boat incidents since the start of the crisis on 25 August.

UNHCR and partners built 1,573 latrines and 200 tube wells. This represents over 78,000 who have access to latrines and 100,000 who have access to water. UNHCR continues to lead the coordination among WASH actors at the field level in both Kutupalong (including in the extension site) and Nayapara, providing technical guidance and support to improve compliance with WASH standards.

UNHCR has just completed the first phase of Rohingya refugee family counting, where more than half a million refugees from Myanmar have so far been counted. Going from shelter to shelter, more than 100 UNHCR-hired enumerators have so far gathered data on more than 120,000 families. In the innovative and revealing family counting exercise, UNHCR teams found that one-third of the families are vulnerable.
